For the moment I think a themed challenge would be easiest to start with, though you're right, exchanges always seem to draw people in (cos they're getting something out of it ^_~). I'm thinking to run an exchange a bit later in the year, maybe as a distraction from JE Hols writing/waiting XD
There were suggestions made above that narrowing the field of choice so much feels more like a commission than a secret exchange - perhaps a generalised request form, a la K-X sign-ups, would help to give some direction while still leaving the reader with plenty of room to pick and choose? And thus non-writers are also free to participate ^_^
